One Gloucestershire Integrated Care System (ICS) is the partnership between the county’s NHS organisations and Gloucestershire County Council. By working together, ICS member organisations aim to deliver more joined-up support and services within communities to address health inequalities and improve public health.

The One Gloucestershire ICS exists to achieve four overarching objectives:

  1. To improve outcomes in population health and healthcare
  2. To tackle inequalities in outcomes, experience and access
  3. To enhance productivity and value for money
  4. To help the NHS support broader social and economic development

What does this mean for the VCSE sector in Gloucestershire?

The VCSE sector has established leadership, engagement and governance structures that support improved and increased collaboration with One Gloucestershire ICS. This approach was agreed in April 2022. It includes:

  • An elected leadership group known as the Gloucestershire VCSE Strategic Partnership
  • Integrated Locality Partnership (ILP) representatives on ICS boards and groups that reflect a range of topics and geographical areas
  • Representatives being active in local forums, Know Your Patch and other groups, enabling them to reflect multiple perspectives and articulate shared messages from the VCSE sector

The Working for a Healthier Gloucestershire video explains how the VCSE sector is establishing the structures to work more closely with the public sector to make the county a healthier place to live and work in:

The role of the Gloucestershire VCSE Strategic Partnership

The Gloucestershire VCSE Strategic Partnership provides overall direction and governance of VCSE sector engagement in the county with the One Gloucestershire Integrated Care System. The members are elected by and work within the VCSE sector in Gloucestershire and aim to act as catalysts and connectors, promoting the role and involvement of VCSE sector groups, organisations and communities in tackling long-term health inequalities in the county. They also work alongside VCSE sector representatives who represent the voice of the local VCSE sector at joint boards, in partnership meetings and in public sector workstreams.

Memorandum of Understanding

The VCSE sector in Gloucestershire and One Gloucestershire ICS have committed to new ways of working together based on a set of shared values and commitments laid out in a pdf Memorandum of Understanding (MoU).  The MoU is about more than deliverables; it is a commitment to a long-term partnership. It describes how both sectors will collaborate to make Gloucestershire a better and healthier place to live and work by listening to communities and each other, making smarter use of data to inform decisions, and planning and designing services together.
