NHS England South West Health and Justice is currently in the engagement phase of a re-tendering process to create five Integrated Non-Custodial Services (one per police force boundary) from April 2025.
The services that will be integrated to ensure there is a seamless pathway of care from arrest through to release from prison are:
- Liaison and Diversion: operating in Police Custody and courts to support people with a range of vulnerabilities through the early stages of the criminal justice pathway by signposting them to local services (often provided by VCSEs) and diverting them away from the criminal justice system to a more appropriate setting if required.
- Mental Health Treatment Requirements: part of a Community or Suspended sentence Order for people with mental health issues, providing structure therapeutic support in the community, as an alternative to a prison sentence.
- Reconnect: a care after custody service that seeks to assist people with an identified health need when they leave prison by supporting them to get the help they need from a range of community based organisations.
They are keep to give local VCSE sector groups & organisations, who already do such important and positive work with this cohort of vulnerable people, the opportunity to potentially be a part of this transformational piece of work in delivering the locally tailored and accessible Non-Custodial Integrated Services we want to commission.

Further to a recent series of stakeholder events about our future commissioning intentions for Integrated Non-Custodial Services, NHS England South West are planning to bring a range of organisations, including voluntary sector organisations that support people entering, going through and exiting the criminal justice system, together in the same place on the same day to meet each other, talk about what they do and to discuss opportunities for working together to deliver the Integrated Non-Custodial Services from April 2025. Lunch will be provided, giving a further opportunity for dialogue.
