NAVCA has created a resource bank to help public sector organisations to embed the VCSE sector into Integrated Care Systems (ICSs) across the country.

These resources feature our slide deck about how the Memorandum of Understanding (MoU) for Gloucestershire was developed by the local VCSE sector and One Gloucestershire ICS.

About the MoU

The MoU for Gloucestershire was developed through a programme of events held with members of the VCSE sector and the One Gloucestershire ICSIt is a framework that supports joint working and is a commitment to a long-term partnership based on our shared values and agreed behaviours. It describes how both sectors will collaborate to make Gloucestershire a better and healthier place to live and work by listening to communities and each other, making smarter use of data to inform decisions, and planning and designing services together. The MoU was agreed by the Gloucestershire VCSE Strategic Partnership in April 2022.

About the Gloucestershire VCSE Strategic Partnership

Together, the VCSE sector in Gloucestershire and the public sector partner organisations within One Gloucestershire ICS have been working together, in equal partnership, to address health inequalities and make Gloucestershire a better and healthier place to live and work in. This is overseen by the Gloucestershire VCSE Strategic Partnership. The purpose of the VCSE Strategic Partnership is to provide the overall strategic direction and governance of VCSE sector engagement with One Gloucestershire ICS. This includes:

  • Overseeing the implementation of the Memorandum of Understanding between the VCSE sector and the One Gloucestershire ICS
  • Promoting a culture of collaboration both within the VCSE sector (and between the VCSE sector and the One Gloucestershire ICS)
  • Setting strategic priorities for VCSE sector engagement with the One Gloucestershire ICS
  • Representing the VCSE sector across One Gloucestershire ICS governance and decision-making bodies at system level
  • Facilitating communication at a senior level between the public sector and the VCSE sector and ensuring a flow of information between them
  • Triaging requests for VCSE sector representation
  • Providing good governance, ensuring that representation is effective and accountable to the VCSE sector in the county
